Navigator is one of Europe's largest producers of uncoated woodfree (UWF) printing and writing paper, as well as eucalyptus pulp. The company operates large integrated pulp and paper mills in Portugal and is a major exporter of paper and tissue products. Navigator is majority-controlled by the Semapa group.
