Local broker access

Foreign investors must establish a Foreign Individual CDS account and an Inward Investment Account (IIA) with a licensed commercial bank before trading on the CSE. Trades are executed through CSE-licensed stockbrokers; several local banks and brokerage firms facilitate remote account opening for non-residents. There is no single-country Sri Lanka ETF listed in the United States as of early 2026; frontier-market ETFs that previously offered Sri Lanka exposure (FM, FRN) have faced closure or declining assets. International brokers offering OTC or ADR access to CSE-listed stocks are limited, as no major Sri Lankan company maintains a sponsored US ADR program. Direct CSE participation via a local broker remains the primary route for foreign investors.

Investment visa / residency programme

Grants Residency (renewable; 5-year or 10-year term)

Sri Lanka launched the Golden Paradise Residence Visa Program to attract foreign investment. Under the Individual Investor Category, a minimum investment of USD 100,000 qualifies for a 5-year renewable residence visa, while a USD 200,000 investment qualifies for a 10-year visa (extendable for a further 5 years). Permitted investments include purchase of immovable property, opening a Sri Lankan-registered business, holding at least 10% of a listed company's voting shares, or investing in Sri Lankan government bonds or Central Bank securities with a minimum 5-year maturity. Investors must open an Inward Investment Account (IIA) with a licensed commercial bank. The visa covers the main applicant, spouse, and dependants, with an annual fee of USD 200 per person. The programme does not grant citizenship but provides a renewable residency pathway.

Foreign-investor access

Foreign nationals may purchase listed equity on the Colombo Stock Exchange by opening a Foreign Individual (FI) account with the Central Depository System (CDS) and an Inward Investment Account (IIA) with a licensed commercial bank. Foreigners can hold up to 100% equity in Sri Lankan companies in most sectors; exceptions requiring local participation include tea, rubber, coconut, rice, deep-sea fishing, mass communication, education, and freight forwarding. Remittance of dividends and sale proceeds in foreign currency is permitted through the IIA mechanism. Foreign land ownership is restricted under the Land (Restrictions on Alienation) Act, though long-term lease arrangements are possible. Trading on the CSE must be conducted through a licensed stockbroker.
