Economy & industry overview

Estonia is a small, open, high-income economy in Northern Europe and a member of the European Union and eurozone since 2004 and 2011 respectively. The economy is strongly oriented toward services, manufacturing, and transit trade, with a well-developed digital public sector that has earned Estonia the reputation as one of the world's most advanced e-governance states. Key industries include information and communications technology, electronics manufacturing, wood products, financial services, and logistics. After two consecutive years of GDP contraction in 2022 and 2023 driven by energy shocks, trade disruptions with Russia, and tightening monetary conditions, the economy returned to modest growth in 2025. Estonia uses the euro and has no independent monetary policy, with fiscal and structural reforms central to its economic management.

Nasdaq Tallinn (Baltic Main List) is accessible via Baltic-region brokers such as LHV Markets, Swedbank Markets, and SEB. Interactive Brokers provides access to Nasdaq Baltic markets for international investors. Most Estonian-listed equities trade in euros with relatively low daily liquidity given the small market size. There are no US-traded single-country Estonia ETFs; Baltic or frontier Europe ETFs offer partial exposure.

Relocation & residency

Investment visa / residency programme

Grants No formal investment-migration programme

Estonia does not operate a traditional Golden Visa or citizenship-by-investment programme. However, Estonia offers a Digital Nomad Visa (valid up to 1 year) and a Startup Visa for founders of scalable technology businesses, neither of which is a direct investment-migration route. Standard long-term residency requires employment, family reunification, study, or business activity; there is no passive investment threshold for residency.

Need help applying? Specialist investment-migration advisers such as Henley & Partners.

Foreign-investor access

Estonia offers a widely used e-Residency programme that grants a digital identity and access to EU-based business registration, but e-Residency does not confer physical residency rights or the right to live in Estonia. The country is a Schengen Area member. A Digital Nomad Visa allows remote workers to reside in Estonia for up to 12 months. Standard long-term residency permits are available via employment or business grounds.
