Economy & industry overview

Romania has a high-income, EU-member market economy that has achieved significant convergence toward European Union standards since joining in 2007, with per capita income rising from roughly 26% of the EU average in 2000 to approximately 78% by 2024. The economy is driven by energy (oil, gas, and electricity generation), manufacturing (automotive components, electrical machinery, chemicals), agriculture, and an expanding IT and services sector. The Bucharest Stock Exchange (BVB) is the largest exchange in Southeast Europe by market capitalization, with blue-chip companies concentrated in energy, utilities, and banking. Romania recorded the highest inflation rate in the EU in 2024, and faces structural challenges including an elevated fiscal deficit, skilled-labour emigration, and an ageing population. Romania became a full Schengen Area member in January 2025, enhancing its attractiveness for business and investment.

Foreign-investor access

Romania imposes a flat 10% personal income tax rate, one of the lowest in the EU. The microenterprise corporate tax regime offers 1% (with employees) or 3% (without) on turnover up to EUR 250,000. Romania joined the Schengen Area in full in January 2025. Standard temporary residency permits are available for non-EU nationals establishing companies or working in Romania; permanent residency is available after 5 years of continuous legal stay. The cost of living is among the lowest in the EU.
