Romania is a upper-middle-income EU member state with a diversified economy anchored in services, manufacturing, energy, and agriculture. Key industries include automotive assembly, electric machinery and equipment, petroleum refining, IT services, metallurgy, chemicals, and food processing. The country joined the Schengen Area in full in January 2025 and is one of the largest economies in Southeast Europe. The Bucharest Stock Exchange (BVB) is the largest exchange in Southeast Europe by market capitalisation, with a broad mix of energy, banking, and telecom listings. Romania has faced fiscal consolidation pressures, elevated inflation, and political uncertainty that have weighed on near-term growth in 2025–2026.

Subventions 5-year renewable temporary residency (proposed, not yet enacted as of mid-2026)
Romania announced a proposed Golden Visa (Residency by Investment) programme in October 2025. Under the draft legislation, non-EU/EEA nationals could obtain a five-year renewable residence permit through a minimum investment of €400,000 (~approx. USD 435,000 at prevailing rates) via one of four routes: purchasing real estate, acquiring government bonds, investing in ASF-authorised fund units, or purchasing shares in Romanian-registered companies. The investment must be maintained for at least five years. Investors are not required to physically reside in Romania. Spouse and dependent children may be included. As of mid-2026, the law was under parliamentary review and had not yet been enacted in final form.

Romania became a full Schengen member in January 2025, granting residents free movement across the Schengen Area. The country offers a relatively low cost of living by EU standards, a flat income tax rate of 10%, and a growing IT and tech sector concentrated in cities such as Bucharest, Cluj-Napoca, Timișoara, and Iași. Non-EU nationals may obtain long-term residence through standard immigration routes (business investment, employment, or family reunification) under Government Emergency Ordinance No. 194/2002. The proposed Golden Visa programme, if enacted, would add a passive investment route for non-EU nationals.
