Romania is a upper-middle-income EU member state with a diversified economy anchored in services, manufacturing, energy, and agriculture. Romania became a full Schengen member in January 2025, granting residents free movement across the Schengen Area. The country offers a relatively low cost of living by EU standards, a flat income tax rate of 10%, and a growing IT and tech sector concentrated in cities such as Bucharest, Cluj-Napoca, Timișoara, and Iași. Non-EU nationals may obtain long-term residence through standard immigration routes (business investment, employment, or family reunification) under Government Emergency Ordinance No. 194/2002. The proposed Golden Visa programme, if enacted, would add a passive investment route for non-EU nationals.
