Aperçu économique et sectoriel

Oman is a high-income developing economy in the Arabian Peninsula whose fiscal base remains heavily anchored in hydrocarbon revenues from crude oil and liquefied natural gas. The government's Vision 2040 strategy aims to diversify GDP into tourism, logistics, manufacturing, and financial services while reducing dependence on oil to under 20% of government revenues. Non-hydrocarbon sectors—including logistics, construction, and petrochemicals—have shown accelerating growth, with non-oil GDP expanding approximately 3.3% in 2024. Oman achieved an investment-grade sovereign credit rating upgrade in September 2024, reflecting improved fiscal management and declining public debt. The Muscat Stock Exchange has grown rapidly, with market capitalisation more than doubling since 2020 through a series of significant state-enterprise IPOs.

Foreign investors may open accounts and trade on the Muscat Stock Exchange (MSX) directly through licensed Omani brokerage firms regulated by the Capital Market Authority (CMA) of Oman. Remote account opening is available through some brokers. Foreign ownership limits apply to certain sectors; in general, non-GCC foreigners may hold up to 70% of shares in most listed companies unless otherwise restricted. Settlement is T+2. There is no withholding tax on dividends for foreign investors, and no capital gains tax on listed securities in Oman.

Oman operates an Investor Residency Programme (Golden Residency), relaunched effective 31 August 2025, administered via the Invest Oman digital platform under the Ministry of Commerce, Industry and Investment Promotion. The programme offers a two-tier framework: Tier 1 provides a 10-year renewable residency for a minimum investment of OMR 500,000 (~USD 1.3 million) in a company, government bonds, or real estate, or for establishing a business employing at least 50 Omani nationals. Tier 2 provides a 5-year renewable residency for a minimum investment of OMR 250,000 (~USD 650,000) in a company or real estate, or for retirees demonstrating a fixed monthly income of at least OMR 4,000. Residency extends to spouses, children, and dependent parents. No local sponsor is required; holders may own businesses and property and sponsor domestic staff.

Oman does not levy personal income tax on individuals. The country has a stable, low-crime environment and a relatively straightforward expatriate residency process for investors and skilled professionals under the Golden Residency programme. Cost of living is moderate relative to neighbouring Gulf states. Arabic is the official language; English is widely used in business. International schooling and healthcare are available in Muscat.
