Pakistan is a frontier market economy with a nominal GDP of approximately $408 billion and a population of over 255 million, making it the world's fifth-most-populous country. The economy stabilized in 2024-2025 under an IMF Extended Fund Facility program, with inflation declining sharply from over 20% in early 2024 to low single digits by mid-2025, and real GDP growth recovering to around 3%. The Pakistan Stock Exchange (PSX), anchored by the KSE-100 Index, delivered three consecutive years of double-digit returns through 2025, with total market capitalization reaching approximately $65 billion as of early 2026. Key economic pillars include oil and gas extraction, commercial banking, fertilizers, cement, textiles, and remittances from a large diaspora. Structural challenges include external financing vulnerabilities, a narrow tax base, recurring energy sector circular debt, and a heavy reliance on IMF support programs.

Foreign investors access PSX-listed stocks through local brokerage firms registered with the PSX and SECP (Securities and Exchange Commission of Pakistan). International investors must open a Special Convertible Rupee Account (SCRA) at a local bank and register with the Central Depository Company (CDC) of Pakistan for an Investor Account Services (IAS) account. Many international custodians and brokers including Citibank, Standard Chartered, and Deutsche Bank provide sub-custody services in Pakistan for institutional investors. Retail international investors may find direct access challenging and may prefer to approach through regional frontier market fund managers. The dedicated Pakistan ETF (PAK) was liquidated in 2024, and the iShares FM ETF was also closed in 2025, leaving limited passive US-listed options as of 2026. Pakistan was reclassified from emerging market to frontier market status by MSCI in 2021 after initially being upgraded to EM status in 2017.

Pakistan does not operate a formal golden visa or citizenship-by-investment programme. Foreign nationals can apply for a Business Investor Visa (3-5 years, renewable) by demonstrating investment in Pakistan through real estate ownership valued at USD 100,000 or more, investment in a Pakistan-registered company of at least USD 50,000, or a foreign currency bank balance in Pakistan of at least USD 50,000. After five years of continuous legal residence and demonstrated proficiency in an official language, a path to citizenship application exists. Pakistan's Special Investment Facilitation Council (SIFC), established in June 2023, created an SIFC Investor Visa to facilitate foreign entrepreneurs.

Foreign investors can participate in the Pakistan Stock Exchange through a Special Convertible Rupee Account (SCRA), which allows free repatriation of capital, dividends, and profits in foreign currency. Pakistan permits 100% foreign ownership in most sectors, though some restrictions apply in defense, media, and real estate. The State Bank of Pakistan (SBP) regulates capital flows; repatriation is generally allowed but can be subject to procedural requirements and foreign exchange availability. Foreign direct investment is encouraged under the Board of Investment (BOI) framework, with various tax incentives available for priority sectors. Foreigners cannot generally purchase agricultural land but can own residential and commercial property in certain categories.
