Croatia is an upper-middle-income EU member state with a highly service-oriented economy dominated by tourism, which contributed significantly to post-pandemic GDP recovery. The country adopted the euro in January 2023 and joined the Schengen Area in the same year, further integrating it with the European single market. Key industries include tourism, shipbuilding, food processing, pharmaceuticals, telecommunications, and energy. Nominal GDP reached approximately $92.5 billion in 2024, with GDP growth of 3.9% that year. The Zagreb Stock Exchange (ZSE) remains small relative to GDP, with total market capitalisation of approximately €50.3 billion at end-2024, heavily concentrated in a handful of large-cap names.

Croatia does not operate a formal Golden Visa or citizenship-by-investment programme. Standard temporary residence permits are available to non-EEA nationals who can demonstrate sufficient income (approximately €2,500/month per person) or who establish a company in Croatia (minimum ~€25,000 investment with at least 3 local employees hired). After five years of legal residence, permanent residence may be applied for; after eight years, citizenship eligibility may arise. These are standard immigration pathways, not dedicated investment-migration programmes.
