Aperçu économique et sectoriel

Malta is a small, open, and highly developed island economy in the central Mediterranean and a member of the European Union since 2004. Its economy is driven primarily by services, with tourism, online gaming, financial services, and aviation services collectively accounting for the vast majority of GDP. The manufacturing sector, notably pharmaceuticals and electronics, provides a secondary base, while agriculture plays a minimal role. Malta has consistently outpaced EU average growth rates over the past decade, averaging nearly 7% annual real GDP growth, supported by strong labour immigration and export-oriented services. The country uses the Euro as its currency and maintains one of the lowest unemployment rates in the EU.

The Malta Stock Exchange is a small, illiquid frontier market with limited daily trading volumes. Domestic investors typically access MSE-listed equities and bonds through licensed Maltese stockbrokers such as Rizzo, Farrugia & Co. (Stockbrokers) Ltd. and Calamatta Cuschieri. International investors have very limited direct access; no major international online brokers routinely offer MSE equity trading. There are no single-country Malta ETFs or mainstream ADRs. Exposure for international investors is primarily through broad European frontier or small-cap funds. Bond instruments (government and corporate) dominate MSE trading volumes relative to equities.

Subventions Permanent residency (MPRP active); Citizenship by investment (MEIN — under legal review per ECJ ruling)

Malta operates two main investment-migration programmes. (1) The Malta Permanent Residence Programme (MPRP), updated via Legal Notice 310 of November 2024, grants permanent residency in exchange for a non-refundable administrative fee of €50,000, a government contribution of €30,000 (property purchase) or €60,000 (rental), purchase of property at €375,000 or rental at €14,000/year minimum, and a €2,000 donation to a registered NGO. Applicants must demonstrate total assets of at least €500,000 (€150,000 in financial assets) or alternatively €650,000 total (€75,000 in financial assets). (2) Malta's Exceptional Investor Naturalisation (MEIN) programme for citizenship by investment is under legal review following a 2025 EU Court of Justice ruling that found it in violation of EU law; the Maltese government has indicated it is reviewing the legal implications and may need to amend or discontinue the programme.

Malta is an English-speaking EU member state with a well-developed legal system based on civil and common law traditions. EU/EEA citizens may reside and work freely. Third-country nationals may apply for the MPRP for permanent residency. Malta has a progressive income tax system; non-domiciled residents are taxed only on Malta-source income and foreign income remitted to Malta. The Global Residence Programme offers a flat 15% tax rate on foreign income remitted to Malta for qualifying non-EU nationals, with a minimum annual tax of €15,000.
