Serbia is an upper-middle-income economy in the Western Balkans with a nominal GDP of approximately $89 billion (World Bank, 2024), driven by services, ICT exports, manufacturing, and agriculture. The ICT sector has become one of the country's largest export categories, with services, industry, and agriculture accounting for roughly 58.8%, 23.1%, and 3.2% of GDP respectively (2024). Serbia's real GDP grew by 3.9% in 2024, making it one of Europe's fastest-growing economies, supported by construction, services, and robust wage growth. The country is an EU accession candidate, having opened 22 negotiation chapters as of end-2024, with further growth dependent on structural reforms and EU integration. Foreign direct investment inflows reached over €5.64 billion in 2024, primarily driven by technology, manufacturing, and renewable energy sectors.

International retail investors typically access the Belgrade Stock Exchange (BELEX) via local Serbian broker-dealer members or through the SEE Link regional trading platform connecting Balkan exchanges. Direct foreign access is limited and liquidity is thin, with total 2024 turnover of approximately $342 million. The Expat Serbia BELEX15 UCITS ETF (ticker: ESNB, listed on Xetra/Frankfurt) provides passive exposure for investors who prefer not to trade directly on BELEX. Interactive Brokers and Saxo Bank provide broader regional access for European and international clients.

Serbia does not operate a formal golden visa or citizenship-by-investment programme. Foreigners may obtain temporary residence permits through standard administrative channels including property ownership, employment, or business/company registration. No minimum investment threshold is prescribed under a dedicated investment-migration programme. Citizens of countries with reciprocity agreements (70+ nations) may obtain a temporary residence permit linked to property ownership by completing a purchase agreement, registering the property, and opening a local bank account.

Serbia imposes no onerous visa or work-permit requirements on foreign nationals; foreigners may freely open local and foreign-currency bank accounts. A flat 15% corporate profit tax applies, one of the lowest rates in the region, with a ten-year tax holiday available for qualifying large investments. The country is not in the EU or Schengen Area, which limits onward freedom of movement for residents.
