Economy & industry overview

Portugal is a high-income Western European economy and EU member state with a nominal GDP of approximately $309 billion (World Bank, 2024). The economy is diversified across services (particularly tourism, financial services, and retail) alongside industry segments including energy, utilities, chemicals, cork and paper, and auto-parts manufacturing. Tourism is a major driver, with Portugal consistently ranking among the top European destinations; services account for roughly 76.7% of GDP by sector. The country has achieved sustained fiscal consolidation since its 2011–2014 bailout period, returning to investment-grade credit ratings and posting GDP growth of 2.2% in 2024. Euronext Lisbon is the main equity exchange, with a relatively small but internationally connected market dominated by energy, utilities, banking, and food retail companies.

Relocation & residency

Investment visa / residency programme

Grants Temporary residency (renewable), path to permanent residency and citizenship after 5 years

Portugal's ARI (Autorização de Residência para Atividade de Investimento) Golden Visa programme was substantially reformed by Law 56/2023, effective October 2023. Residential real estate purchases no longer qualify as an investment route. Remaining qualifying routes include: capital transfers of at least €500,000 into eligible investment funds (e.g. venture capital or private equity funds investing in Portuguese companies), creation of at least 10 jobs, or capital transfers of €500,000 to support scientific research or arts/culture. The programme grants a renewable temporary residence permit, with eligibility for permanent residence after five years and citizenship after five years of legal residence, subject to meeting language and other requirements. Golden Visa holders may live and work in Portugal and travel freely within the Schengen Area.

Foreign-investor access

Portugal offers the NHR (Non-Habitual Resident) tax regime, reformed as NHR 2.0 from January 2024, providing a flat 20% income tax rate on Portuguese-sourced qualifying income and potential exemptions on certain foreign-sourced income for eligible new tax residents for a 10-year period. Portugal is a Schengen member state; EU/EEA/Swiss citizens have freedom of movement and establishment. Non-EU nationals require a valid visa or residence permit to live and work; the D7 Passive Income Visa and D8 Digital Nomad Visa are popular routes for non-EU remote workers and retirees. The cost of living is among the lowest in Western Europe, though housing costs in Lisbon and Porto have risen sharply.
