Portugal is a high-income Western European economy and EU member state with a nominal GDP of approximately $309 billion (World Bank, 2024). The economy is diversified across services (particularly tourism, financial services, and retail) alongside industry segments including energy, utilities, chemicals, cork and paper, and auto-parts manufacturing. Tourism is a major driver, with Portugal consistently ranking among the top European destinations; services account for roughly 76.7% of GDP by sector. The country has achieved sustained fiscal consolidation since its 2011–2014 bailout period, returning to investment-grade credit ratings and posting GDP growth of 2.2% in 2024. Euronext Lisbon is the main equity exchange, with a relatively small but internationally connected market dominated by energy, utilities, banking, and food retail companies.

EU-based retail investors can access the market through Euronext-connected brokers including Interactive Brokers, DEGIRO, ActivoBank, Banco Carregosa, and major international banks with European operations. US-based investors can access Portuguese large-caps via OTC ADRs (e.g. EDP, Galp, BCP) or through US-listed ETFs with Southern European or broad European exposure. Settlement is T+2. Portuguese equities are subject to a 28% withholding tax on dividends for non-resident individual investors under domestic rules, subject to applicable double-taxation treaties.

Portugal offers the NHR (Non-Habitual Resident) tax regime, reformed as NHR 2.0 from January 2024, providing a flat 20% income tax rate on Portuguese-sourced qualifying income and potential exemptions on certain foreign-sourced income for eligible new tax residents for a 10-year period. Portugal is a Schengen member state; EU/EEA/Swiss citizens have freedom of movement and establishment. Non-EU nationals require a valid visa or residence permit to live and work; the D7 Passive Income Visa and D8 Digital Nomad Visa are popular routes for non-EU remote workers and retirees. The cost of living is among the lowest in Western Europe, though housing costs in Lisbon and Porto have risen sharply.
